Preheat the oven to 350°F (175°C). Line a baking sheet with parchment paper.
Gently combine the ground beef, egg, breadcrumbs, Italian seasoning, onion powder, salt, and black pepper.
Shape the mixture into sixteen 1-inch meatballs and arrange them on the prepared baking sheet.
Bake for about 20 minutes, until cooked through and the centers reach 160°F (71°C).
Place the cooked meatballs and marinara sauce in a saucepan. Cover and simmer gently for 10 minutes.
Spread garlic butter inside each hoagie roll. Place the rolls cut-side up on a baking sheet and broil for about 2–3 minutes, until lightly golden. Watch closely.
Arrange the rolls in a 9 × 13-inch baking dish. Place 4 meatballs in each roll, spoon over a little sauce, and top with cheese.
Broil for 2–3 minutes, until the cheese melts. Serve hot with extra sauce for dipping.
